Health Labour Relations in the Klein Era

Abstract

From the inception of Alberta’s health restructuring in 1993 and into 2003, the province’s health system has been driven by a consistent neoconservative agenda. Over this period, the government has not changed and has enjoyed huge parliamentary majorities. Its agenda has been to marketize the health sector. To this end, it has exercised its legislative and administrative fiat to restructure and oversee operation of the public health services delivery system. This paper explores the Alberta government’s approach to health labour relations restructuring and the implications of its policies for health sector unions and management. In addition to examining structural and operational issues for the parties, it discusses the industrial climate that has emerged.
