Tools Against Terrorists

Abstract

September 11, 2001 demonstrated that a terrorist does not need to lead a country to have in place the institutions and resources that allow him to inflict his will on a state. Individual people make decisions, whether they’re leaders of states or leaders of other terrorists. When Osama bin Laden managed to kill thousands of people inside the United States, he became every bit as relevant to national security as any state leader.
