Abstract

In Chapter 7 it was explained that there are two ways of prognosticating events that might take place sometime in the future. The one is through scenarios based on expert opinion. This is what the Delphi method does. The other uses theories relevant to the issues under study, particularly those that either are generally accepted or there are reasons to believe that could lead to fairly dependent results. This is the theme of the present chapter.
