Abstract

The problem is not one of being for or against outsourcing or insourcing. This is a pseudoproblem. The real issue is how to establish the proper conditions which will permit one to be successful with outsourcing and insourcing projects, if it is decided to follow that strategy. The study of these conditions and subsequent implementation has a great deal to do with: technical planning management control. It will be a false assumption to believe that problems connected to deficiencies in human skill at the outsourcer’s side will be solved through farming out projects. Human resources are vital to every company and the resolution of personnel problems cannot be handled by farming out the responsibility for them. If an enterprise does not get the best people at the bottom of its management pyramid then some years down the line it is not going to find them at the top, no matter how much outsourcing it might be doing.
