Abstract

Jiang Zemin, the General Secretary of the CPC, urged in 1991 that more emphasis should be placed on science and new technology as a factor in China’s economic development rather than on the mere expansion of production using current techniques and involving the greater production of existing commodities. He proposed to put more reliance for economic progress on the development of science and technology and on improvements in the quality of the workforce (China Daily, 24 May 1991, p. 1; 28 May 1991, p. 1). In doing so he was favouring a policy supported by his predecessor Zhao Ziyang and endorsed by the Thirteenth National Congress of the CPC in 1987.
