Japan: The Problematic Leadership Role

Abstract

For the past decade Japan’s international role has been the subject of a growing body of literature. While some envision Japan as the new hegemonic power,1 others hold a contrasting view.2 Yet the balance of analysis is apparently in favour of the one that assumes Japan’s capability and willingness to undertake a leadership role. Even those working outside the hegemony/non-hegemony dichotomy and suggesting ‘bigemony’ or ‘co-hegemony’,3 ‘supportership’4 or an ‘entrepreneurial’ role,5 all imply the existence of some sort of Japanese-style leadership.
