Abstract

At the end of the 1970s the KMT faced a series of challenges from the international environment to isolate Taiwan. The severing of diplomatic ties with the USA in 1978, which led to the emergence of political and economic pressures within Taiwan in the 1980s in particular, challenged the legitimacy of the KMT’s domination. To calm social unrest in this period, existing state welfare measures were revised to meet rising social demands, and many new welfare measures were also introduced.
