High Risk, Low Risk: The Use of Data in the Identification of Potential Targets of Commercial Crime Offenders

Abstract

An important part of the process of increasing the effort and the risk to offenders who commit crimes against commercial premises is the identification of the potential targets of those offenders. Without such knowledge it is unlikely that even the most effective crime detection and prevention measures will have a substantial deterrent effect. This chapter examines the way in which information relating to victimisation can be used to identify the potential targets of commercial crime. The strengths and weaknesses of using Recorded Crime and survey information in this process are discussed. The chapter then goes on to describe some practical issues connected with the implementation of a crime prevention initiative (the Safer Merseyside Partnership’s Small Business Strategy) on the basis of such information. The chapter concludes with a discussion of the importance of well-structured evaluation of such initiatives in order to further our knowledge of ‘what works’ in the prevention of crime.
