Abstract

If for no other reason than the sheer extent of its involvement, the role of the state is difficult to ignore in any study of technology and industrialization in Africa. To a far greater extent than elsewhere in the Third World, the industrial sector in Africa is dominated by public sector institutions1 and to a correspondingly greater extent than in other regions, therefore the technological aspects of industrialization in African countries have to be understood in relation to the behaviour of those and other state institutions. Yet, while a considerable amount is known about how such institutions have behaved, we have only a very limited idea of why they have actually done so.
