FSU Energy Exports, International Markets and Eastern Europe

Abstract

This chapter looks at the international-market implications of alternative resolutions of the energy-sector crisis in the FSU. The following subjects are dealt with. Section 4.1 sets the scene by reviewing the significance of the FSU as an exporter of energy in 1989, the last ‘normal’ year under the old regime. It also provides a brief historical perspective of the FSU’s energy-export performance. In Section 4.2 we pull together the results of the production and consumption analyses contained in Chapters 2 and 3 and project the FSU’s export performance under our alternative scenarios. Section 4.3 juxtaposes these export projections against an extension of historical export trends and discusses the price impact on the international market of the anticipated alternative export outcomes. In Section 4.4 we focus on Eastern Europe, a region that is very heavily dependent on energy imports from the FSU, and explore the problems that this region would encounter in the event of failing FSU supplies.
