How to Privatize (1991)

Abstract

How to privatize? By now most sensible alternatives have been canvassed – as well as many that are senseless. But it is still useful to set out clearly the criteria that matter, and use these to arrive at a solution. Of course the detail must differ between countries, according to size and the degree of capitalist development. Therefore, our remarks are most relevant to the Soviet Union, which is the largest country (or countries) and the least capitalist. We shall discuss mainly the privatization of large enterprises, which constitute the bulk of existing socialist economies.
