Abstract

Chapter 4 discussed the need to assess projects from a national point of view and introduced the use of different numeraire. However the concept of opportunity cost used in the economic analysis of projects is more complex than that discussion implied. Benefits created or forgone by the activities of projects can be defined only in terms of specific objectives, either of governments or of individuals. Most attention has been given to three main objectives: the efficient utilisation of the existing resources of the economy the growth of those resources over time greater equity in the distribution of consumption between different social classes and income groups.
