Two Arguments for Protection

Abstract

In 1905 the Austrian academic economist, Richard Schiiller, published an argument for protection based on the normal existence of idle natural resources in all countries.1 Years later, Haberler provided a trenchant refutation of it, but commented that Schiiller’s argument ‘ranks with justice as one of the most profound arguments for tariffs’.2
