Abstract

Questions of leadership in public service organisations (PSOs) have become central to the ‘modernisation’ agenda (Alimo-Metcalfe and Alban-Metcalfe, 2004; O’Reilly and Reed, 2010). While political and academic interest in how PSOs are managed and led is not new (Denis et al., 2005: 447), the latter years of public service reform have seen a particular concern with the management of people (Ingraham, 2005), especially in terms of the processes by which managers bring about change and innovation (Milner and Joyce, 2005). Such preoccupations have brought about ‘a veritable rush to leadership’ (Gold et al., 2003: 2, cited in Lawler 2008: 23).
