Abstract

NAFTA negotiations between Canada, Mexico and the US had been initiated under the George H. W. Bush administration in 1990, but had not been completed prior to the 1992 presidential campaign. While some environmental provisions were in the August 1992 draft agreement due to concerns about and agitation for consideration of environmental issues, many environmental critics felt they were not adequate (Bailey 1992–93). As an approach to this issue the Bush administration proposed negotiating an environmental agreement in parallel with the trade agreement. NAFTA was sent to the Senate for ratification in December 1992, but not ratified before the change of administration in January 1993.
