The Impact of Inspection and the Performance Culture

Abstract

There have been two major legislative changes which have impacted upon relationships between chief executives and council leaders since 2000. The first was the introduction in 2001 of local executive government (whether mayoral or — much more commonly — non-mayoral). The second was the increasingly interventionist inspectorial role of the Audit Commission, in particular the impact of the CPA (Comprehensive Performance Assessment) system introduced in 2002.1 The first change has subsequently been given further momentum by the provisions of the 2007 Local Government Act, which strengthen the position of council leaders (in particular their 4-year security of tenure). It has had less impact on the relationship than might have been anticipated, for reasons which are discussed in Chapter 11. The second change has had a more profound effect, for reasons which are discussed below.
