Abstract

As we have seen, information and communication technologies have the potential to support the development strategy of “leapfrogging”, enabling those big emerging countries like China to bypass some of the processes of accumulation of human capabilities and fixed investment, narrowing the gaps in productivity and output with leading industrialized countries. In the global context, China’s ICT industry has gone through an arduous process to establish international competitiveness in several key sectors like telecom systems, handsets, PCs and some consumer electronics products, accompanied with explosive growth in the information infrastructure at the national and local levels. On the other hand, science and technology are needed not only to maintain economic growth, but also to boost the nation’s international prestige in, for example, successful space exploration. The traditional image of China as a producer of low-quality and mass-manufactured products has been changed dramatically and its increasing advancements in some ICT sectors are trying to change the dominating positions of Western players.
