Abstract

The decades-long protracted emergency in Somalia grew considerably worse from 2006 to 2008, with a convergence of floods, droughts, increased food prices and an ongoing situation of insecurity. While the volume of humanitarian aid to Somalia increased in 2008 – and the country now receives the most per capita in the world – almost all aid had to be delivered at arm’s length as Somalia became the most dangerous location in the world for aid workers. Thirty-seven aid workers were killed in Somalia in 2008,2 two-thirds of the total killed worldwide.
