Abstract

For those of us who believe that tertiary education is an important factor for enhancing growth and competitiveness, the fact that only three universities outside the United States have been listed among the best twenty in the world comes as an uncomfortable realization of how much the old continent has fallen behind. One should add that the remaining three universities are Tokyo, Oxford and Cambridge. None of the famous universities of France, Germany, Spain or Italy have been listed, to mention only the countries that for centuries topped the quality list and used to be the reference point for others.
