Abstract

This study has looked in detail at the automobile, electronics, and textile industries, and at Keidanren to explore the influence of rising international corporate activity on firms’ policy preferences. The case studies suggest that as Japanese corporations have extended their multinational operations and international corporate alliances, they have become more interested in promoting the liberalization of the Japanese market, except for some cases in the textile industry. The study also reveals several distinctive features of the relationship between greater international interdependence of corporate activity and firms’ trade policy preferences in Japan. In Japanese industry, vertical linkages affect the preferences of large corporations for opening up the home market. Divergent views among corporations within an industry are also less common in Japan. Moreover, multinational operations and corporate preferences for an open domestic market often develop concurrently in Japan. The preferences of the private sector influence changes in trade policy, and the effectiveness of commercial policy depends on the explicit or implicit preferences of the private sector in other cases.
