Benefits and Burdens of Indexed Debt: Some Lessons from Israel’s Experience

Abstract

Despite the considerable growth of professional interest in indexation in the last decade, and the rich theoretical literature on the subject, we still seem to lack an applicable model, which would allow us to estimate the effects of indexation as actually practiced. In particular, we would wish to compare the results with those of a counterfactual world where, under the same circumstances, indexation has not been introduced. In the absence of such a model (and given the limitations of the present author), what follows here is a rather impressionistic, stylised facts description of public debt indexation as it has been practiced in Israel.
