Abstract

Energy policies in Sweden were for quite a long time aimed at making cheap energy available in desired quantities without seriously taking security of supply or environmental consequences into consideration. There were no thoughts of creating incentives to conserve energy either. In fact, Swedish energy policies during the 1950s and 1960s consisted mainly in building power stations — hydro-power, nuclear power and oil condensing power stations — and providing the infrastructure necessary to import and distribute oil.
