Are we at a Turning Point in the World Demographic Situation?

Abstract

Are we, in the matter of world population, about to pass from a period of rank pessimism into a period of wait-and-see, resting upon a doubtful mixture of hope and disillusionment, not to say resignation, without profound misgivings about the final result? There is hope in so far as birth rates recently seem to have begun to decline, especially in the Third World. But there is also disillusionment, because, contrary to all the predictions of experts, mortality rates look like rising, so much so that by the joint operation of these two factors the rate of population increase may be about to fall quickly. Malthusians may find their long-cherished hope fulfilled.
