Abstract

A number of exceptions to the basic GATT principles of non-discrimination and protection by bound tariffs together a with a rather loose enforcement of the existing trading rules have the effect of according agriculture a special status.1 Reflecting this special status is the fact that today’s trade in agricultural products is characterised more than most other trade by non-tariff barriers, trade disputes among industrialised countries, and protectionism vis-à-vis the developing world.
