Abstract

The dilemma as to whether, and under what conditions, the migration of labour from agriculture to the non-agricultural sector may become in itself a growth factor is one of the crucial problems faced by the developing countries. All these countries experience a high rate of population growth, are not capable of accelerating the rate of growth of employment outside agriculture, and are characterised by a very high share of agricultural employment in the total employment figures. For many of these countries agrarian overpopulation represents a resource of major importance, which, however, remains of a potential nature only, since its utilisation is conditioned by the available resources of capital. To transform this potential resource into a real growth factor remains one of the vital elements of development strategies.
