Spending More and Getting Less: Recent Experiences with the Allocation and Control of Public Expenditure in the Netherlands

Abstract

In recent decades the size of the public sector, expressed as a percentage of national income, has increased sharply in virtually all developed countries. In terms of both volume and rate of growth the Netherlands has exemplified this trend to a particularly marked extent, as Figure 12.1 clearly demonstrates. Within the overall total of government expenditure, however, differences exist between the countries concerned: in the Netherlands’ case the growth in transfer payments has been especially rapid. The size of government spending on goods and services, expressed as a percentage of national income, has been almost stable since the beginning of the sixties.
