Abstract

Khan discusses financing for gender equality in the context of the 2030 Agenda for Sustainable Development and the Financing for Development outcome. She argues that while gender equality, women’s rights and empowerment is firmly embedded in the new frameworks, governments have historically failed to adequately invest in policies and programmes that eliminate discrimination and support and promote women’s rights. This lack of investment is a major obstacle to implementing normative standards and agreements and therefore poses particular challenges to the implementation of the Sustainable Development Goals. Drawing on the Addis Ababa Action Agenda, Khan introduces the concept of “transformative financing” and explores some strategic policy options, including gender-responsive planning and budgeting, to support increased financing for gender equality and women’s rights.
