Abstract

Whether measured on a net or gross basis, UBI will either be too stingy to matter much or so expensive it will cause major economic disruptions. It is not clear that it is the least cost-effective way of achieving its major goals. The structure of the taxes used to pay UBI will play an important role in its economic effects. Some could hurt the poor while others could hurt innovation and economic efficiency.
