UBI Basics

Abstract

This chapter defines and introduces Unconditional or Universal Basic Income (UBI) as a specific type of basic income guarantee. It then surveys the history of UBI as a policy concept from vague early illusions to Thomas Paine’s detailed description in the 1790s, to renewed interest a century later, to the wave of interest that swept many western nations in the1960s and 1970s, to current proposals and debates. It then lays out the book’s major goal, which is to introduce readers to the strongest arguments for and against implementing a UBI today.
