Abstract

Modern social policy is heavily influenced by “culture of poverty” theory, paternalism, and stereotypes about welfare recipients which are unsupported by research. Attempts to shape the behavior of those living in poverty through intrusive welfare eligibility criteria has frequently been ineffective and sometimes detrimental. Meanwhile, basic income pilots reveal decreases in crime and other negative social behaviors. Understanding the effects of financial scarcity and trusting all people to make their own life choices is arguably a more effective and humane basis for social policy design.
