GF: Una medida alternativa para evaluar la focalización

Abstract

Al analizar el desempeño de un programa en cuanto a focalización, dos de las medidas más usadas son las tasas de exclusión e inclusión (filtración). Estas tasas tienen la ventaja de ser simples de comunicar y son buenas medidas resumen de la focalización. Sin embargo, también tienen deficiencias (World Bank, 2012). En este ensayo se expondrá un medida alternativa propuesta por el Banco Mundial (World Bank, 2012) para evaluar el desempeño de la focalización, que se llama "ganancia de focalización" o GF (targeting gain).
