Abstract

In this paper it is shown that the economic reasoning associated with benefits for families within a family policy differs from that of a child-related pensions in a pay-as-you-go pension system. In a pay-as-you-go pension system the pensions are mainly determined by the number of children. Therefore, child-related pension entitlements are neither a social benefit nor do they reflect a broad social consensus to support the upbringing of children. A stronger diffentiation of pension entitlements by the individual number of children is proposed. Nevertheless it has to be considered that the existing benefits for families, including a public education, are also a generative contribution to a pay-as-you-go pension system financed by all taxpayers. This overall taxpayers' contribution to the system also has to be taken ínto account within the distribution of pension entitlements. (Original text only available in german language)
