Abstract

En esta investigación se analiza la integración de los actores locales junto con los gubernamentales (federales, estatales y municipales), para avanzar en los objetivos de política ambiental. Bajo la premisa de que la gestión concurrente de los tres órdenes de gobierno puede generar impactos positivos en los procesos territoriales de desarro-llo, el trabajo examina, la congruencia entre la agenda de objetivos en materia ambiental, la planeación del desarrollo y las estrategias para su logro; en este examen se ejemplifica la metodología para estimar el grado de avance en el alcance de los Objetivos de Desa-rrollo del Milenio, en el aspecto de sustentabilidad ambiental, pro-puesta por la Comisión Económica para América Latina y el Caribe (CEPAL), a través del Instituto Latinoamericano y del Caribe de Planeación Económica y Social (ILPES).
