Abstract

The chapter aims to examine the organs that formally represent cities (or, more specifically, local authorities) in the decision-making processes within the structures of the Council of Europe, namely the Congress of Local and Regional Authorities, and cities’ role in making/shaping and implementing European legal standards. The Council of Europe is a consultative organ composed of two chambers: the Chamber of Local Authorities and the Chamber of Regions, representing the respective authorities. After introductory remarks, the chapter proceeds with the Congress of Local and Regional Authorities and its main functions and their implementation, as well as with implementation of CoE standards based on the example of the European Charter for the Safeguarding Human Rights in the City (2000), which is followed by conclusions.
