The United Nations and cities: Creating, shaping and enforcing international law

Abstract

The chapter aims to examine the organs and advisory bodies that represent cities, local and regional authorities, and city networks in the United Nations System in regards to decision-making processes. Although the process of involving cities in law- and decision-making procedures has significantly accelerated, especially since 2000, when the Millennium Development Goals (MDGs) were adopted, still the UN System lacks an organ with real influence representing the interests of cities. The chapter also includes an analysis of the Habitat process alongside the Urban Agenda and New Urban Agenda, and introduces the body that has been the voice of cities in the United Nations System for a quarter of a century - the United Nations Advisory Committee of Local Authorities, although it is still only advisory in nature.
