Globalization of TBED: challenges and policy responses

Abstract

To address the elements of modern growth policy, this chapter describes some of the recent regional investment strategies pursued by the world’s economies targeted at the design and implementation of TBED ecosystems. The summary policy point is that, with sufficient national persistence, economies can migrate to the top tier of science-driven innovation. Successful innovation-based economies are developing substantial R&D and production capabilities and capturing economies of scale and scope by focusing both R&D and production in regional TBED settings to efficiently develop new technology platforms and subsequently produce innovative products and processes.
