Abstract

This chapter explores how far the legal architecture of NGEU affords for accountability to the European Parliament (EP). In terms of the process of adoption, the EP’s role emerges as somewhat circumscribed by the unique and wide-ranging constellation of procedures convened to enact NGEU. Democratic control might also have been amplified by enshrining the adoption of National Recovery and Resilience Plans (NRRPs) by delegated act. Transversal budgetary principles nevertheless are seen to protect the EP as the budgetary authority and effectively necessitate the conclusion of new interinstitutional arrangements. The discharge procedure arises as the significant formal means of holding the Commission to account, informed by frequent and granular exchanges within the Recovery and Resilience Dialogue (RRD). While NGEU derogates from the budgetary procedure that has the EP at its heart, it has also generated constitutional proxies and new fora that require the Commission to justify its actions before the EP.
