Abstract

Much of this book is about the institutional analysis of the EU’s decision-making process in trade policy. By institutional analysis, I mean the creation of a conceptual framework in which to assess the trade-offs among the various mechanisms of public policy to ensure oversight of EU trade policy. All proposed mechanisms should be understood and assessed in terms of how well they permit the actors to participate in the decision-making process that affects them in an unbiased manner, compared to other realistic, non-idealized institutional alternatives. I will focus on a binomial variable, that is, efficiency versus accountability (technocratic versus democratic trade policy) at the national and supranational levels.
