Corporate property rights and environmental NGOs’ participation in environmental conflict

Abstract

Faced with different conflicts regarding pollution, why do environmental non-governmental organizations (ENGOs) have significantly different action strategies with divergent effects? Based on a case study of an ENGO in City D, this chapter develops an analytical framework suitable for Chinese ENGOs aiming to participate in the governance of local pollution conflicts. It investigates how the strategic choices of ENGOs diverge based on the property rights status of the polluting enterprises, underscoring corporate ownership (state-owned, private, or foreign-funded) as a pivotal factor influencing ENGO approaches. This study elucidates the “managing pollution based on property rights” paradigm, thereby contributing to a deeper understanding of the variances in action strategies, operational dynamics, and conditions for success between Chinese and Western ENGOs regarding the governance of pollution conflicts. Furthermore, the findings offer salient implications for developing countries seeking to enhance their frameworks for environmental regulation and oversight.
