Participation and cooperation: a trade union perspective on structural policy for preventive transition

Abstract

This chapter examines the role of trade unions in the German state of North Rhine-Westphalia, including the Ruhr Metropolitan Region as the country’s former hard coal mining and heavy manufacturing heartland. The author points out the interests and implementation corridors of trade unions in regional cluster policies and their role in regional cluster networks through exemplary case studies. A remarkable result of the chapter is that the experiences of structural change has produced a cooperative constellation of stakeholders that could experience a revival in the preventive management of transformation processes in various clusters. The chapter concludes that preventive cluster policy approaches with broad stakeholder support are necessary to keep clusters and corporations competitive during times of economic and technological transformation. The author identifies recommendations for future initiatives and lessons for other areas, which are also relevant to further cluster policy research.
