Abstract

This chapter presents a case study on information extraction from the European Works Council (EWC), European Company (Societas Europaea (SE)) and World Works Council agreements using natural language processing and questionnaire methods. Data access and scarcity remain major contributors to the comparatively slow development and uptake of data analysis in the legal domain. The European Trade Union Institute (ETUI) project outlined here has been designed to test state-of-the-art technologies for crowdsourcing knowledge extraction from legal documents to provide qualitative and quantitative analyses of trends in EWC agreements. The framework combines the legal requirements and expert knowledge on the topic of EWCs, as well as the proposed and upcoming changes in the legislation. The annotation framework is integrated into an upgraded data collection system, which enables automated updating of the ETUI EWC-database. The project aims to provide stakeholders within the employment and industrial relations research (ER/IR) and beyond with the most up-to-date information in a user-friendly format.
