The COVID-19 pandemic, climate change, and internally displaced persons: constraints and opportunities

Abstract

This chapter revisits the claim that internally displaced persons (IDPs) constitute a clear category of concern not only because of their persistent human suffering but also due to the dramatic rise in their numbers and severity of their conditions in the MENA region. Our aim in this chapter is to map out the impacts of the COVID-19 pandemic and climate change on this group. A general consensus among climate scientists holds that climate change is present, and human activity is certainly the root cause. We explain the circumstances and the rationale behind the lack of a legal framework to protect the rights of IDPs. We support the underlying notion that humans are responsible for the global warming experienced since the middle of the twentieth century. Our findings lead us to conclude that displacement caused as a result of climate change should be rectified or mitigated by adopting a normative framework to vindicate and defend the rights of IDPs and climate-displaced persons.
