Technology assessment in engineering education in Russia

Abstract

The chapter provides detailed overview of origin, history and institutions of Technical Assessment in Russia. The philosophical roots of TA are described. It is noted that the perception and promotion of technology assessment ideas in Russia has specific features due to socio-political and cultural realities in the country. In particular, such TA practices as policy development and wide public involvement have not been properly established. On the other hand, the techno-optimistic approach originated from the USSR era, as well as high sensitivity of Soviet and Russian science to moral issues, made possible quick and successful integration of TA ideas into practice of higher technical education. TA ideas in technical universities are represented by TA-related courses and education programs. By evaluation of courses and programs at Bauman Moscow State Technical University, Perm Polytechnic University and Tomsk Polytechnic University, the chapter identifies the problems and opportunities of TA in engineering education.
