Abstract

The impacts of COVID and the response of policy-makers were studied for seven cities and regions in New York and Pennsylvania: one legacy city - Pittsburgh; two free-standing cities - Binghamton and Ithaca; and four multi-city regions - the Capital Region (Harrisburg, York, and Lancaster), the West Branch (Williamsport and Lewisburg), the Wyoming Valley (Wilkes-Barre and Scranton), and the Lehigh Valley (Allentown and Bethlehem). Impacts included the central business district (CBD), economic momentum, wages, retail activity, and distance working. The CBD impacts included deterioration of retail, of office occupancy, and of the downtown area. Policy-makers were particularly active in the Pennsylvania cities, but all were concerned with defining the future economy of their city, focusing on development of skills and retraining and employment of women and minorities. Connectivity, closer regional or multi-city cooperation, and the need for outside funding were responses in almost all of the cities and regions.
