Anchoring international business through urban and regional policies

Abstract

The chapter provides an Economic Geography and Regional Studies perspective dedicated to the links between urban and regional policies with FDI. Different types and generations of such policies are reviewed. For the sake of simplicity, those are divided into two major groups: conventional FDI “attraction” policies, focusing on removing perceived obstacles, and “anchoring”-based policies, characterized by considering a more holistic and place-based approach in connecting regions to FDI flows (and international business more broadly). For each type of policies, the conceptual underpinnings are discussed and the main types of interventions are introduced, as well as some considerations on their relevance. The author is of the view that the current technological, environmental, and geopolitical challenges, impacting on regional fortunes and international business alike, call for more holistic and sophisticated interventions, so that both place and enterprise can benefit from such a connection.
