Abstract

The alarming magnitude of instances in which individual lives may be abridged to semi-automated decisions gives the impression that the EU places efficiency goals over humanity. This book tests this presumption by assessing to what extent individuals enjoy effective legal protection in the EU semi-automated decision-making. The starting premise holds that in a legal order based on the rule of law, efficiency-driven legislative reforms shall not lead to the detriment of the protection of fundamental rights. This demands that the EU’s unprecedented efforts to exploit the benefits of automation technologies must place at their foundation the objective of enhancing the quality of decision-making and the practical means for verifying that quality. This chapter explains how automatisation occurs in the EU’s composite decision-making and outlines the main points addressed in this book.
