Conflicting demands and financial abilities?

This chapter aims to examine how one might be able to solve expectations of and conflicting demands between different groups in society for more welfare service and benefits. It also raise the issue whether use of available knowledge can help in solving this dilemma. Naturally, evidence-based solutions can imply ethical issues, but how to combine ethical justice principle with strong focus on how to get most for the available resources will be part of the analysis. A further core question to investigate will, as always, be whether there are the sufficient economic resources available. This depends not only on the actual willingness to pay taxes and duties, but also how to tax the rich and mobile tax-sources in a changing world, including those working on platforms. Thus, effective international co-operation, actions against tax-evasion and abilities to tax the rich can be important elements. This will need to be combined with avoiding public sector deficit in good economic times and reduce public sector debt, so that there is room for spending on welfare in less good times or under unexpected crisis.
