The politics of famine

In: A Comparative History of Central Bank Behavior

Abstract

Famines have popularly been thought to be due to a lack of food, but Amartya Sen argues that the primary cause is the failure of distribution, or lack of entitlement, for political or racial reasons. They have often been purposeful. Sen argues that famines are non-existent in democracies, which by the political process provide equal protections. The three examples here describe a weapon of racial strife in Ethiopia, a side effect of military policy in Bengal, and either race, land policy, or just too big a problem in the Irish Great Hunger.
