Abstract

A continuing controversy affecting central banking has been the policy choice between rules and discretion. The unsatisfactory peacetime actions of the Bank of England led to a legislated rule in the Bank Charter Act of 1844, which turned out to be too restrictive during the Commercial Crisis of 1847, and its temporary suspension in favor of economic stability, for similar reasons as after 1815.
