John R. Commons and government as employer of last resort: three paths to a progressive right to work

Abstract

This chapter identifies three arguments (legal, financial, and historical) in John R. Commons's research that provide a case for government to hire the unemployed. It also highlights the contemporary relevance of those arguments (which draw attention to economic coercion, public works, and democracy) and concludes by maintaining that Common's writings offer a way to reclaim the "right to work" as a progressive cause.
